Ky raport synon të japë një përmbledhje të çështjeve kryesore të mjedisit fiskal për organizatat joqeveritare (OJQ-të) në Shqipëri, si dhe të ofrojë disa sugjerime se si këto çështje mund të zgjidhen. Çdo çështje është strukturuar në këtë mënyrë:

- Përshkruhet situata reale në Shqipëri lidhur me atë çështje;
- Jepen shembuj mbi standartet europiane dhe praktikat më të mira lidhur me çështjen në fjalë;
- Ofrohen zgjidhje të mundshme mbi çështjen.

Ky raport i mbështetur nga Fondacioni Shoqëria e Hapur për Shqipërinë (OSFA) është bazuar në një rishikim të legjislacionit, një vizitë studimore kryer nga 8-11 Nëntor, si dhe takimeve me vendim-marrës të ndryshëm. Raporti është përgatitur nga Luben Panov dhe Nilda Bullain nga Qendra Europiane për Ligjin Jo-fitim-prurës (ECNL). ECNL është një organizatë për përfitim publik, e regjistruar në Hungari, e cila ka për qëllim të promovojë forcimin e një ambienti ligjor mbështetës për shoqërinë civile në Europë, duke zhvilluar ekspertizën dhe krijuar kapacitete mbi çështjet ligjore që efektojnë organizatat jo-qeveritare (OJQ-të) dhe pjesëmarrjen publike. Për të përmbushur misionin e saj, ECNL mbledh së bashku vendim-marrësit kryesorë, lehtëson dialogun ndërsektorial dhe ndërkufituar, dhe ofron asistencë profesionale mbi çështjet ligjore që efektojnë shoqërinë civile. Metodologjia e punës e ECNL-së i jep rëndësi pjesëmarrjes, transparencës dhe autorësisë lokale. Aktivitetet kryesore të kësaj qendre mbështesin analizën, hartimin dhe zbatimin e legjislacionit për shoqërinë civile, fuqizojnë partnerët lokalë të hartojnë reforma ligjore dhe aktivitete advokacie, krijojnë burime të përdorshme, ofrojnë informacion, bëjnë kërkime bashkëkohore si dhe promovojnë shkëmbimin e ekspertizës krahasuese.
ECNL në bashkëpunim me Qendrën Ndërkombëtare për Ligjin jo-fitimprurës (ICNL) ka asistuar zhvillimin dhe reformimin e kuadreve ligjore e politike që efektojnë OJQ-të në mbi 15 vende të Europës Qendrore dhe Lindore, përfshirë këtu dhe shtetet e reja anëtare të BE-së.

Assessment Report on the Fiscal Framework of Civil Society in Albania

This Report aims to give an overview of the key issues concerning the fiscal environment for non-governmental organizations (NGOs) in Albania, and provide suggestions on how these issues could be solved. Each issue is organized by:
- Describing the current situation in Albania with regard to the issue;
- Providing examples of what are the European standards and best practices with regard to the issue outlined;
- Providing possible solutions to the issue.
This Report commissioned by the Open Society Foundation for Albania (OSFA) is based on a review of legislation, a study visit held in the period 8-11 November and meetings with different stakeholders. Luben Panov and Nilda Bullain from the European Center for Not-for-Profit Law (ECNL) prepared the report. The European Center for Not-for-Profit Law (ECNL) is a public benefit organization registered in Hungary, which aims to promote the strengthening of a supportive legal environment for civil society in Europe by developing expertise and building capacity on legal issues affecting non-governmental organizations (NGOs) and public participation. To accomplish its goal, ECNL convenes key stakeholders, facilitates cross-sectoral and cross-border dialogue, and provides professional assistance on legal issues affecting civil society. ECNL‟s methodology of work emphasizes participation, transparency and local ownership. The core activities of ECNL support the analysis, drafting and implementation of civil society legislation, empower local partners to carry on legal reform and advocacy activities, make available resources, information, and cutting-edge research, and promote the sharing of comparative expertise.
ECNL, with its affiliate, the International Center for Not-for-Profit Law (ICNL) has assisted the development and reform of the legal and policy frameworks affecting NGOs in over 15 countries of Central and Eastern Europe, including the new EU member states.
